Daan Zandbelt
Curator Team IABR–2016–THE NEXT ECONOMY

Daan Zandbelt (1975) is an architect, urbanist and partner at De Zwarte Hond, an office for architecture and urbanism based in Rotterdam, Groningen and Cologne. From the Rotterdam office, he works with his team on complex urban projects that vary from regional strategies to precise architecture interventions. In 2015 - 2016 Daan led the IABR–Atelier Rotterdam, the Productive City. This atelier explored, through research by design, how the Rotterdam region can develop a makers’ economy, with a team formed by L’AUC from Paris, marco.broekman from Amsterdam and De Zwarte Hond. This atelier brought two of his competences together: ‘research by design’ and spatial economic strategies.

Before joining De Zwarte Hond, Daan was partner at Zandbelt&vandenBerg (Z&B) for ten years. This office, cofounded with Rogier van den Berg, started with a research on development strategies of metropolitan areas, including London and Paris. At Z&B a research by design method was developed in self-initiated projects such as Mid-Size Utopia, on emerging urban regions at the fringes of the Randstad (2009-‘11), and Z-lab, on the metropolization of the southern Randstad (2005-‘07). Daan gained experience with spatial strategies directed at economic competitiveness and innovation projects such as the TU Delft Campus Vision, the Knowledge-Axis in Rotterdam and the Food Valley Perspective for the region around the Wageningen University. Research by design and spatial economic strategies were combined in commissions for governments such as BVNL, in which spatial strategies for strengthening the competitiveness of six urban border regions in The Netherlands were developed. Currently Daan is involved in plans to make the Rotterdam - The Hague region a more coherent and future-proof metropolitan area.

Besides De Zwarte Hond, he works as assistant professor at the Van Eesteren chair of metropolitan design of the TU Delft. The same university where he graduated, with honorable mention as an architect (MSc) and urbanist (MSc). In Chicago he studied at UIC.

Today, Daan Zandbelt, Chief Government Advisor on the Built and Rural Environment, architect-urban developer and partner at De Zwarte Hond, and who, in 2015 - 2016, was the lead designer of the IABR­–Atelier Rotterdam: The (Re)productive City, will discuss and connect issues such as energy transition, housing, mobility, (re)productive city and urbanization.
In his lecture Wind of Change: how transition challenges offer an opportunity to improve the city, Zandbelt takes the M4H-area and its immediate surroundings as an example to illustrate how the big transformation challenges we face can function as a lever to improve the existing city.

IABR

Traditional education, with its focus on theoretical knowledge, will not sufficiently prepare us for the Next Economy, argues Daan Zandbelt, partner of De Zwarte Hond and Lead Designer of the IABR–Atelier Rotterdam. As innovation will more and more be embedded in the production process itself, a learning method is called for that goes beyond theory: learning by doing.
Starting with the IABR–Atelier Rotterdam, in his tour Zandbelt will therefore focus on those projects that propose an approach to urban development that insists on bringing back manufacturing to the city not just as a way to provide for meaningful work, but foremost as a strategy for making better city.

What's Next?

Opening weekend with panel discussions and project presentations

IABR

The opening of the exhibition THE NEXT ECONOMY on 23 April also marks the beginning of ten weeks of discussion and exchange about the future of the city. WHAT'S NEXT? starts on Saturday afternoon with an introduction by IABR-director George Brugmans, a speech by Rotterdam's mayor Ahmed Aboutaleb, and three panel discussions, guided by Maarten Hajer, on the three main themes of IABR–2016: the productive and inclusive city, the healthy and cooperative city, and the green sustainable city.
There is also a continuous program of presentations by guests of and participants in the IABR 2016.

1 pm approx: Panel 1: THE PRODUCTIVE AND INCLUSIVE CITY
In cities there is a renewed interest in a local manufacturing economy. New opportunities are provided by the emergence of smart technologies, the ambition to develop a circular economy, reshoring (bringing manufacturing back home), and an increasing public demand for (local) craftsmanship. How can spatial quality and the urban economy reinforce one another, and who creates and benefits from a productive city? And how do we connect new dynamics to the existing informal economy?

With, among others, Jeanne van Heeswijk (artist and founder of the Freehouse Foundation and the Afrikaanderwijk Cooperation in Rotterdam), Fernando de Mello Franco (architect, currently the City Councilor of Urban Development of São Paulo, and member of the Curator Team of the 5th IABR: Making City) and Daan Zandbelt (partner De Zwarte Hond and Lead Designer of the IABR–Atelier Rotterdam Productive City).

2:30 pm: Panel 2: THE HEALTHY AND COOPERATIVE CITY
Even in the Netherlands life expectancy between people living in different neighborhoods of the same city areas can differ up to 13 years. While people get older and care gets more expensive, retirement and nursing homes are closing down. This second panel is about the relationship between health and urban development. How do cities cope with the retreat of institutional care? Will we survive being left dependent on cooperation or should governments and health insurers reconsider their roles and take a share of the responsibility? And how can the healthy city in the Next Economy be healthy for everyone?

With, among others, Joachim Declerck (partner Architecture Workroom Brussels and Lead Designer of the IABR–Atelier Utrecht) and Pauline Meurs (Professor of Health Care Governance at Erasmus University Rotterdam and Chair of the Council for Health and Society) and Victor Everhardt (Alderman for Public Health and Deputy Mayor of the Municipality of Utrecht).

4 pm: Panel 3: THE GREEN AND SUSTAINABLE CITY
What needs to happen if we would be truly serious about the 2 degrees climate goal? The European climate objective – 80 to 95 percent reduction of greenhouse gas emissions in 2050 compared with 1990 – requires significant system changes, but it also opens up new economic vistas. Which spatial conditions would support such an economy? Is a climate neutral city really feasible, and how could design make a contribution? How to connect small-scale initiatives to large companies that are part of the old system? And is there something we could learn in this respect from Africa?

With, among others, Eglantina Gjermeni (Minister of Urban Development of Albania, and responsible for Atelier Albania), Nienke Homan (Regional Minister of Energy Transition and Environment of the Province of Groningen, and co-commissioner of the Atelier Groningen), Mark Swilling (member of UNEP’s International Resource Panel and Distinguished Professor in Sustainable Development at the University of Stellenbosch, Cape Town) and Dirk Sijmons (one of the founders of H+N+S Landschapsarchitecten, emeritus professor of Environmental Design at TU Delft and curator of IABR–2014–URBAN BY NATURE).

More and more cities are reconsidering their role in the manufacturing economy under the influence of developments like reshoring, the emergence of new smart technologies, the ambition to develop a circular economy and an increasing social interest in (local) craftsmanship. For Rotterdam, this is a development that offers welcome opportunities.

In Rotterdam, a former industrial city, different actors are researching and exploring how the city can make better and more productive use of the opportunities available for socio-economic development, by focusing on the making economy. How can Rotterdam profit from the large flows of cargo that move through the port and city on a daily basis? Can large scale industry and small scale making-initiatives be connected in such a way that mutual (knowledge) exchange and innovation are fostered? Which role can education play?

IABR–Atelier Rotterdam has explored which (spatial) opportunities emerge when the Metropolitan region Rotterdam The Hague is looked at from the perspective of the next manufacturing economy. What are the most promising components and how can the making economy, by fostering new connections and crossovers, and by building on the specific spatial characteristics of city and region, add value locally? In recent years large investments have been made in the global economic agenda, with little regard for whether these activities really add any value locally, to the city and to its inhabitants.

Seven development perspectives for the Metropolitan Region
The Atelier proposes seven development perspectives that further develope manufacturing economy and contribute to a more resilient region. Rather than a coprehensive strategy, the Atelier has been working on a selection of strategic and protoypical interventions that strenghten the regional manufacturing economy and thus contribute to a more socially inclusive urban region. The perspectives have been elaborated on the scale of the Metropolitan Region Rotterdam The Hague and cover the spectrum from urban interventionsl to regional systems. An elaboration of the seven perspectives can be found here.

Project Atelier Rotterdam is a collaboration of the IABR and the Municipality of Rotterdam. The atelier master is Daan Zandbelt (De Zwarte Hond). The Dutch offices De Zwarte Hond en marco.broekman, and L'AUC from Paris, France have been commissioned to do the design research and to develop pilot projects.

The IABR initiates and produces the Project Ateliers as a lead partner for the Regional and Local Design Dialogue Program, within the framework of the Ministry of Infrastructure and the Environment’s Action Agenda for Architecture and Spatial Design 2013–2016.
